In the 2019 session, the Washington Legislature directed the Joint Transportation Committee to conduct an analysis of the electrification of public fleets in Washington State (ESHB 1160, Sec, 204(2)). The study will look specifically at the vehicle fleets owned by the State of Washington, cities, counties and transit agencies. http://leg.wa.gov/JTC/Documents/Studies/Electrification/StudySummary.pdf

Elements of the study include:

  • An inventory of existing public fleets
  • A review of currently available electric vehicle alternatives for common vehicle types
  • The projected costs of achieving substantial fleet electrification by 2025, 2030 and 2035
  • Identification and analysis of financing mechanisms that could be used to finance the electric transition
  • The number and location profile of electric vehicle charging stations needed statewide 

To develop recommendations, the JTC wants to learn about challenges and costs for infrastructure needed to charge electric fleets. This questionnaire seeks information you may have about your local government fleet vehicles, fuel use, miles driven, and capacity to provide electricity for new fleet vehicles.


Your participation is voluntary. As someone actively involved in public fleet management, your information will be very valuable to state planners and policy makers. In combination with experiences from other fleets, the resulting study may provide information and resources you can use to improve your fleet in the future.
